PURPOSE OF POSITION: Oversee the Head Start Family, Community, and ERSEA service systems within the assigned region. Responsibility for the family, community Services, and service areas of Head Start Performance Standards. Work as a team with regional staff to ensure the mission and philosophy of RCMA are implemented. Provides leadership to center teams to ensure compliance with funding sources. Consults as may be appropriate or necessary with the Regional team, or other senior staff to bring about needed solutions.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; however, other duties may be assigned. 

Work as part of the Regional team to:

1. Provide support and technical assistance to family support workers in the development of Family Partnership Agreements and strength and needs assessments, in order to build effective partnerships with families. Develop a system of orientation and guidance for family, community services, and ERSEA.

2. Plan and coordinate all family community services and ERSEA practices as part of program design and management of services with the direct service staff. Implement the RCMA ongoing monitoring system using MyHeadStart reports, Data Say, PIR, self-assessment, community assessment, and any other data system for family, community, and ERSEA practices. Assure that requirements are met as a part of Head Start Performance Standards and RCMA’s policies and procedures.

3. Work closely with Family Support Workers to strengthen role of parent committees in assessing community needs, updating program-wide selection criteria, and center-level recruitment planning.

4. Support and assure that family support workers conduct exit interviews with families before the end of the season and share findings with Regional Director .

5. Mentor new Family Support Workers in family development practices as applied to recruitment, enrollment, attendance, and home visits, and allow for opportunities to share ideas and learn from each other.

6. Work with the center staff to assure that language and culture are respected, materials that are provided to families are culturally and linguistically appropriate, and training is provided to staff to increase their cultural awareness.

7. Provide feedback and accurate reports to direct service staff and regional team to promote continuous quality improvements in all family, community and ERSEA services.

8. Assume major responsibility for plans and provide staff training as needed in collaboration with other staff regionally assigned to similar duties.

9. Monitor all family, community services, and ERSEA at each RCMA center within assigned region and consult with Regional Director, Area Coordinators, Center Coordinators, and other center-level staff as appropriate to fulfill the obligations to upgrade all family, community services, and ERSEA. Monitor and maintain internal control systems to ensure 100% compliance with all ERSEA requirements and analyze center slots data to ensure full enrollment at all times

10. Create and implement strategies to influence public policy for families. Make presentations, written reports, and correspondence to funding sources and other groups to advocate for farmworker and rural children.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Social Work or related field.
  • Experience working with culturally diverse, migrant farmworker, the poor, and/or rural families.

After initial hire, the employee must complete mandatory child care training (DCF 45 hours) as specified in the DCF Training Addendum and in accordance with Florida Statutes and funding source requirements to retain eligibility to be employed in this position. 

OTHER REQUIRED QUALIFICATIONS:

  • Have professional experience with migrants to a degree satisfactory to the Regional Director.
  • Demonstrated commitment to children and migrant families.
  • Bilingual English/Spanish.
