Accountant – Government Fundings

PURPOSE: Takes charge of accounting and financial reporting and follows up with the Financial Analysis Department and agencies for key federal and state government funding including Florida Department of Early Learning School Readiness/VPK, U.S. Department of Health and Human Services, Head Start/Migrant Head Start programs, and their associated grants and subgrants.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following; however, other duties may be assigned.

  1. Ensures reimbursable coalition expense allocations, as well as reimbursable provider revenues, are captured for the School Readiness workbook and invoice utilizing appropriate Other Cost Accumulator (OCA) codes.
  2. Ensures appropriate reimbursement is made to coalition providers once school readiness invoiced revenue is collected.
  3. Interfaces with Financial Planning and Analysis and Operations departments to ensure accurate submission of School Readiness workbook and invoice.
  4. Verifies that all items charged to assigned government grants are within and do not exceed allowable budgets. Informs both the centers and coalition staff when a budgeted line item is close to reaching its maximum.
  5. Evaluates and allocates indirect cost streams charged back to centers on assigned grants.
  6. Requests the Accounting Manager to draw funds on available Head Start fundings as their allowable transactions are verified and documented.
  7. Requests advances on School Readiness if warranted.
  8. Reconciles School Readiness and Head Start/Migrant Head Start transactions and allocations to the general ledger.
  9. Answers all agency fiscal monitoring requests.
  10. Interfaces with government funder counterparts as well as internal RCMA employees to ensure accurate reporting.
  11. Tracks and gathers information necessary to secure additional funding and awards within assigned government programs. (i.e., ARPA, Disaster, etc.).
  12. Prepares all interim reports, closeouts, and other submissions necessary to complete the lifecycle and assures full use of available funds.
  13. Attends all necessary training, meetings, and conferences as required by each government agency.
  14. Becomes proficient in accessing DEL SharePoint and Head Start portals.

EDUCATION REQUIREMENTS: Bachelor’s degree in accounting, finance, business administration, or related field. Master’s degree preferred.

EXPERIENCE REQUIREMENTS: At least 5-7 years of work experience and knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles. Knowledge of financial and accounting software applications. Ability to analyze financial data and prepare financial reports, statements, and projections. Ability to read and interpret documents involving financial information, policy, and procedure manuals.

OTHER REQUIREMENTS: Must be 21 years of age or older. Able to work flexible hours, occasional evenings, and varying daytime shifts during weekdays. Some weekend work is required, especially at year-end and during reporting deadlines. Must have or be able to obtain a Florida driver’s license and have a driving record acceptable to RCMA’s insurance carrier. Ability to work well with volunteers and the community.
